Arkadiy Brizgalin

Arkadiy Brizgalin was born on December 14, 1966 in Kurgan. After graduating from high school in 1984 he began working at the plant in Kurgan. In the same year he enrolled at the Sverdlovsk Law Institute (now the Ural State Law University), was drafted into the Soviet army. Military service took place in tank troops finished the service with the rank of sergeant in the post of foreman company. From autumn 1985 he continued the study at the University then he graduated with honors in 1990. He went to graduated school in the Department of civil law.

In March 1993 he defended the dissertation on “Civil-legal regulation of organization and activity of business entities” (supervisor Prof. Kirillova). In 1996 he graduated from the Ural State University of Economics on the specialty “Finances and credit”. Since May 1993 Mr.Brizgalin is the founder and the leader of the “Center of economic expertise “Taxes and Financial Law”.

Since 1994 – the chief editor of the magazine "Taxes and Financial Law"

Since 1995 – the head of the "Agency "Taxes and Financial Law "(audit)

Since 1998 – the head of the Publishing house "Taxes and Financial Law"

Since 2005 – the head of the Training Center "Taxes and Financial Law"

For the period professional activity personally held several hundred trials on tax, administrative and commercial disputes in many region of Russia including the Constitutional Court of the Russian Federation. He gives lectures in universities and centers of excellence. Since 1994 annually holds several dozen seminars and workshops on topical issues of taxation and tax law in Yekaterinburg, Moscow, Saint Petersburg, Tyumen, Perm, Chelyabinsk and other cities of Russia. In 2004 Mr. Brizgalin was certified as a teacher for teaching in accredited under the Institute of Professional Accountants of Russia Training Center. In autumn 2009 he became an Honorary Professor of the Ural Institute of Economics, Management and Law.

In October 2000 Mr.Brizgalin was enrolled in the doctoral Ural State Law Academy. Subject of the doctoral dissertation was "Administrative-legal coercion in the sphere of tax relations."

Since 2000 he is an expert of the Expert Council of the Legislative Assembly of Sverdlovsk region, carried out more than 320 regional expertises of bills on taxation and the budgetary process. In July 2011 he was awarded a diploma of the Legislative Assembly of Sverdlovsk region for its great contribution to the development of the law of the Sverdlovsk region.

By resolution of the House of Representatives of the Legislative Assembly of Sverdlovsk region from 29.06.2004 N 160-ППП was appointed representative of the Assembly in the Constitutional Court of the Russian Federation at the request of the Constitution of the Russian Federation of several provisions of the second part of the Tax Code. He was a representative in the Constitutional Court of the Russian Federation on 19 cases. Arkadiy Brizgalin was involved by the Constitutional Court of the Russian Federation as an expert in seven cases.

Since the 2000 he is the member of the Scientific Advisory Council at the Court of arbitration of the Ural district. Since 2004 he is the member of Scientific Advisory Council at the Arbitration court in the Sverdlovsk region. Since 2004 he is the member of the Scientific Advisory Council at the court of Arbitration of the Chelyabinsk region.

Furthermore Mr. Brizgalin is the speaker of the Assembly of the International Tax Consultants, St. Petersburg (2013) (firstly in Russia)

Since 2014 he is an expert with the Commissioner for the protection of the rights of entrepreneurs in the Sverdlovsk region and an expert with the commissioner for the protection of the rights of entrepreneurs in the Perm Krai.

In 1997 under the editorship of Mr.Brizgalina it was published textbook "Taxes and Tax Law". The textbook was highly appreciated by researchers and practitioners. In 2008 under the editorship of Mr.Bryzgalin it was published unique edition to promote the taxes - "Taxes. People. Time ... or the boundless world of taxes."

Hobbies: poetry, aphorisms, football, martial arts (aikido).
